Clarksville Montgomery County School System

County school system, Montgomery County. 38,557 students (ADM, 2024-25). 3 people from Clarksville Montgomery County School System at the conference.

This page is built only from public records: the Department of Education's Annual Statistical Report, the State Board's TISA allocations, the State Report Card files, the Comptroller's certified property tax tables, and the Census. Every figure names its source and year. It is what a parent, a reporter, or a bond analyst can already see about Clarksville Montgomery County School System. The question the booth is asking is whether they can see it in a form they can use.

ADA Title II deadline: April 26, 2027. The Department of Justice rule gives public entities with a total population of 50,000 or more until then to bring web content and dashboards to WCAG 2.1 AA. A county school system takes its county's tier: Montgomery County's Census 2020 count of 220,069 puts Clarksville Montgomery County School System in the 50,000-or-more tier. A special school district is a special district government and has April 26, 2028 regardless of size; Clarksville Montgomery County School System is not one.

TISA, the state formula, FY2025-26

Tennessee Investment in Student Achievement funds a base amount per student plus weights, and splits the total between a state share and a required local contribution. For Clarksville Montgomery County School System the State Board's final FY2025-26 allocation is $362,450,630 on 38,557 ADM, which is $9,400 per student: $7,501 state and $1,899 local contribution (79.8% state).

Census SAIPE 2024 estimates 6,325 of 44,657 children aged 5 to 17 in the district's area (14.2%) live in poverty, which is the main driver of the federal share and of the TISA weights.

Montgomery County's certified rate, which the local share rides on

The local share above is mostly Montgomery County property tax. The county's certified rate is 2.10 per $100 assessed in 2025, after a reset of 30% in 2024. A reset is the certified-rate rollback after reappraisal, not a cut: the rate falls because the appraisals rose, and school revenue is meant to come out level. The year after a reset is the one place a change is a real increase. Open Montgomery County's own page for the bill on a $300,000 home and the retail base.

Your county reset its rate in 2024, with 12 others

Peer groups are always by size. Nobody groups counties by reappraisal year, yet that is the group whose budget conversation matches yours this year. Tennessee's certified tax rate law rolls the county rate down after a reappraisal, so a drop is a reset, not a cut. The one place a change is a real increase is the year right after. Two report card measures

The State Report Card publishes dozens of measures. These two are current, defined the same way for every district, and do not need a footnote to compare: the share of students who missed 10% or more of the days they were enrolled (all students, all grades), and the share of the ninth-grade cohort who graduated in four years (state definition).
