Water loss against the state's 40% line
The Board of Utility Regulation opens a water loss case on any system whose non-revenue water, the water it
supplied minus the water it sold, is 40% or more by volume. It calculates that from the Annual Information

Non-revenue water is leaks, meter error, unbilled and unauthorised use. Water sold includes wholesale sales to
