TGFOA 2026 Fall Conference · Booth 59
Eleven utilities, one filing each
Every publicly owned water, sewer and gas system in Tennessee files an Annual Information Report with the Comptroller's Board of Utility Regulation: customers, water supplied and sold, the bill for 5,000 gallons, and when the rates were last studied. The Comptroller publishes all 459 as filed. These are the eleven at the conference, largest first, each with a page of its own against every other system that files.
Across the 390 water systems: median water loss 30.0%, 101 at or above the 40% line, median bill for 5,000 gallons $50.13. Feed as published September 29, 2026.

Source: Tennessee Comptroller of the Treasury, Board of Utility Regulation, Utility Annual Information Reports (fiscalfit.cot.tn.gov), as published September 29, 2026; each system's own filing date is on its page. Filings are self-reported and unaudited. Water loss is non-revenue water by volume, the Board's measure and its 40% threshold. The bill is water only. ADA dates from the Department of Justice Title II web accessibility rule: April 26, 2027 for entities of 50,000 or more, April 26, 2028 for everyone else including every special district.
